That would be an excellent idea. I believe there's an RFE filed, and there
certainly are folks internally who are interested. Can't give you much of
a schedule, though.

$ pkg search -l user::
should turn up plenty of packages that deliver users. Running
$ pkg contents -H -t user -o action.raw pkg
will give you one such example, albeit fairly simple.
