I've a short webrev here which makes pkg.sysrepo rely solely on it's
cached configuration, assuming the cached config is still valid.

[ previously, we were going to lengths to avoid needing to access
upstream repositories if we had cached configuration, but ended up still
running os.path.isfile(..) and os.path.isdir(..) on the repositories
while processing the Mako template.
