I have written a proposal draft to implement an Inferno toolchain for C (and probably other languages) on top of LLVM. I'm going to present this proposal (in slightly different format) to LLVM people too.

Making support for C compilation might not cover the whole span of GSoC, but starting with implementation of some other language might be too much.
