I think it is a good idea; I would definitely find it useful.  It
would be easy to change the remember command to do this.  The only
problem is that one might want to add something to a previously
started note, and finding the right note buffer amongst several would
be a nuisance.

Using a prefix argument to create a new note is a possibility, but
that is already used to indicate that the region should be used for
the note.  

Perhaps a prefix argument could mean create a new remember buffer, and
remember could test for transient-mark-mode and an active region?
