yes, kdm does. this is how it knows which users to show at the login screen,
and the accounts you mention do not show up in kdm.

ont at all. kdm (or whatever manages this in the future) could simply look at
what the default shell is. the heuristic is then simple: if Plasma Desktop and
exists Default User, automagic log in to locked screen.

could be switched off quite easily; this is really most about defaults and
some very small changes to kdm.
