Yes, please.

I believe PMC once decided it would be a great idea to have less bugs open, so 
I would ask PMC to discuss the success of this practice once again, we should 
be able to reiterate on our processes. 

I've complained https://www.eclipse.org/lists/jdt-dev/msg01419.html already (no 
result), Stephan too (before he silently quit) 
https://www.eclipse.org/lists/eclipse-pmc/msg03833.html, I know other 
committers not happy with this practice, and we receive constant feedback from 
users that this *is* a bad practice.

It doesn't help anyone, just creates bad impression for remaining few users who 
take time to fill bug reports.
