Answer: Where-ever you want.  

I'd like to voice a concern that has been on my mind for a while.  If we
make plex86 a real user program, then we will need both user and
system-wide configuration data.  User stuff should, most likely, be in
$HOME like everything else user-level.  Ideas on this are welcome.
