Yes, Chapter 23

was completely out of date so I have now replaced that.  For the detailed
PLplot build instructions I currently only refer to the wiki, but that material
should be incorporated into os-notes.xml when time permits.

Currently, the pkg-config documentation in os-notes.xml is rudimentary (it
only refers to the example builds).  What we need is a volunteer to document
that preferred pkg-config method of obtaining compile and link flags for
builds of software that utilize the PLplot libraries.  That material should
first go on the wiki (with os-notes.xml pointing to it) then eventually be
incorporated into os-notes.xml.

BTW, I am pressed for time so I haven't actually looked at documentation
generated by the new os-notes.xml so that should be checked before
the next release.  However, the new material does validate and looks okay
in docbook/xml form.
