Never mind, I think I found a good reference for this in
http://www.alistapart.com/stories/alternate/.  I will use the
first-mentioned standards-compliant approach to give viewers of our website
a choice between the current fixed style sheet or my liquid-layout style
sheet approach that scales nicely with varying widths/resolutions.

It appears I have now found references for the list of everything that I
needed (ability to scale the background, ability to scale the logo, ability
to give users a choice of style sheet), but it is going to take a while to
get all this properly implemented so stay tuned.
