Assuming you are referring to sections of PLplot code that are #defined
around so they are never actually used any more, I think the answer must be
yes. Those with detailed knowledge of some section of PLplot source code
with unused code sections they _know_ will never be used again should be
encouraged to remove them (with a specific commit message so that it is
clear exactly what is being removed).  Such on-going code cleanup makes it
much easier to read and figure out the remaining PLplot logic.
