Yes.  That is exactly why all the Linux packagers of PLplot set the
-DUSE_RPATH=OFF option.  However, for individual users it is more
convenient to have -DUSE_RPATH=ON (since in that case they don't have
to set LD_LIBRARY_PATH at all to get the installed version to work) so
since I and virtually all our downloaders are individual users I
decided to set USE_RPATH=ON as the default for our build system.
