For this case, mail delivery was delayed by ~10 minutes or so, but it did get through. So it appears the only problematic pattern (where delivery is delayed by at least several days and may be dropped) is when plplot-devel is on the Cc list. So from now on when I want to copy information to plplot-devel I will always do that using the To list rather than the Cc list, and I suggest others here might want to do the same. In fact, unless I forget I will probably just quit using the Cc list altogether for PLplot related e-mails since it is clear that SF (or perhaps my ISP) delays delivery in that case (if only for 10 minutes or so).
