I still see this in a number of sites including the BBC 
<http://news.bbc.co.uk/low/english/pda/default.htm>. 

I can't control how people write their sites so I'd like to be able to

Just setting the anchor_color should be sufficient. What would be the point 
in having, for example; 

anchor_color=#0000FF
anchor_color_override=1

or any other combination of the proposed switches?
