The problem with a horizontal scrollbar is that it doesn't exist in
the PalmOS API (atleast, v4 and earlier) in the same sense that the
vertical one does. A horizontal one would have to be coded in from
scratch which would prove difficult to perfect, but not impossible.

Third party fonts should be usable if you're using a program like
hackmaster to implement them. I havn't tried mucking around with
font's that are defined via actual programs, simply becuase most of
them you must pay for.

One option I was experimenting around with was doing something similar
to DeepReeder and how it handles its fonts (Actual bitmaps, rather
than OS defined characters). It looks very nice if you're reading
English text in one of two sizes, but its main disadvantages is that
it's difficult to add in other languages/sizes/font types/etc...
