I don't think it would be straightforward to do 2-way because to transmit
from here would take an NTC license (reglatory cr*p). Thats why the vast
majority of providers here do simplex.

I dunno, but generally you ask the IGF's (Globe, PLDT, etc) if you want a
quotation. It's probably not $1.6M/OC3 anymore (the price of an E1 has
gone done a lot) but it's still pretty high.
When Moscom was in talks with RCN, one of their guys mentioned to me that
for the cost of an E1 here, they could get an OC12 in the US. Shrug.
