Last I chatted I was still a Winblows user and used mIRC, which AFAIK can
run its own IDENT server. Do most of the Linux IRC clients have their own
IDENT server, too? Or do most if not all of them rely on an external IDENT
daemon running?

Are there any security risks to running an IDENT daemon?
