It's not really "limited" to physical acquaintances. I just made that as an example. Physical acquaintances, or at least a referral from someone who would know the person, are preferred as we are really assured that the person being referred to really exists. We won't refer anyone anyway just because we've met them physically - usually it starts with some people whose names can be recalled from the mailing lists or other activities. That would take time.
