SOOOOOOO TRUE! I could name a couple of them, but I guess I'll do it
in another forum.

Too inefficient considering Machiavelli's standards (as Machiavelli's
stand is that if it works with an great degree of efficiency, it
doesn't matter how you get there). The problem is that resorting to
such tactics would require you to have very deep pockets, considering
that these unscrupulous agents in government are
1) very efficient in corruption practices. 
2) very inefficient in prompt payment. 
3) very efficient in calling for external tech support.
4) very inefficient in maintaining their own support.
5) there's no guarantee of efficiency.
