You should understand that .ph domains has a relatively small market compared to .com/.net and others. Compared to other special tld's, .ph is cheap! For example, .jp is $120, .co.UK is $40 !
I am against the monopoly too but domains.ph is kind enough to offer reselling which allows .ph domains to be sold at lower prices, like our company's offer which is $30.
It's also worth that much because dictionarywords.ph is most probably not taken yet, so you have a higher chance of getting your special .ph domain.

The monopoly position that they are in (being the registry and the
registrar at the same time) is the real clincher as to why they can
charge so much. I doubt that could be wrestled away from them, given
that dotPH challenged the position of the government to choose being
the registry XOR a registrar, and ICANN doing nothing save to wait for
the impending resolution of all concerned parties.
