the scenario is our office is the one calling the regional offices (provinces) most of which don't have internet connection, i don't have control with regards to the regional offices, what do you think is the optimum setup?
i think you need the regional offices to have internet connection first.
by installing asterisk at your end, which will act as the main server (public) , all the regional offices will just connect your asterisk via internet.
Main office (asterisk/public) --------www---------- regional offices (DSL/wireless).
