I don't know about vi but it works with vim. Just move the cursor to the
beginning of the paragraph and type g~ap in the command mode to change
the case of the paragraph. If it doesn't work try :.,/^$/!tr 'a-z' 'A-Z' 

On some distros, vi is just a symlink to vim.
