If you're more of a "visual" guy and would like to see the blocks of text of that you want case-changed, you can press <shift-v> on command mode and then use the cursor up/down keys (or j and k) to select the blocks of text. Then, after you've selected your text you can then just press ~ (tilde) to toggle between uppercase and lowercase. -- Stand before it and there is no beginning. Follow it and there is no end.
