The server setup is at the school and
I want to access the services at home.
I'm currently subscribed to PLDT MyDSL.
With an ALCATEL Home PlusPlus 500
ADSL modem.
Just now, I asked a friend with a public IP
if he can browse the site. Then he answered
yes. So is it possible that my telco carrier
is the problem?

Which is part of the protection that should be in
place. You shouldn't be using a "private" IP address
in the Internet. Your broadband router/firewall at
home (if you're given a public IP) or your ISP's
gateway should take care of masquerading/NAT'ing.
