there are lots of incompetent people in the government, if it were up to me to decide i'd fire their asses but sad to say i can't, there are rules and regulations to follow, and besides i'm just a lowly rank and file employee ;)



I agree with your recommendation. And I see how FOSS can definitely
help. And based on these same merits that I want FOSS to be used. But
please, I don't want it to get an unfair advantage over every other
kind of software by being the only thing that's going to be used by
government.

the bill doesn't say that it should only be FOSS or nothing else, there are lots of provisions in the drafted bill to use proprietary solutions if the FOSS is not the best solution.

most of the people in the higher echelons of the government don't think the way you and i do, most of them are close minded zealots who are afraid of change.

I've seen a FOSS disaster already in government, and I don't want to
stand to see another one.

same with other projects of the government and there are lots of them, primary reason IMO why they failed is because of the incompetent people planning it using the strategy READY FIRE AIM instead of READY AIM FIRE.

I don't think it will save Millions. It will just change the way
legislation is being made, and government (especially the Congress)
can then start saying "The Government will only buy BT Corn or GM Rice
because it will save us Millions regardless of the consequences of
making this choice."

its the government sovereign right to impose whatever it deemed necessary to meet its objective e.g. save money and believe me by using FOSS it will save millions if not hundreds of millions of pesos.
