that being said, i would reiterate that a more practical bill would have
been to enforce the use of interoperable protocols and (file format)
standards. that would, in my opinion, level the playing field between
competing open source and proprietary technologies. kaya lang naman
nalo-lock-in ang mundo sa proprietary software (e.g. Windows, MS Office) ay
dahil sa proprietary "standards" and formats like the MS Office document
formats.

Then you'll be pleased to learn that the ISO has formally ratified the
OpenDocument format. There's something in the status (60.60) that if
I'm not mistaken *mandates* all governments to adopt OpenDocument as
standard.
