Thanks guys, I went to /etc/mysql and vi my.cnf . I changed the bind = 127.0.0.1 to bind = 0.0.0.0 and restart /etc/init.d/mysql. After that database network accessing works seamlessly with other PC's on the network running on Windows XP.
