I found that my Moto L6 phone connects twice as fast using Bluetooth rather
than using the Usb cable. On Usb cable i get 49Kbps while on Bluetooth i get
112Kbps. Then finally i found out the speed burst only manifest while im
charging my phone and on bluetooth. I suspect this has something to do with
the phone's power saving feature where it gradually degrades signal strength
as the battery is drains on normal mode. I made an experiment and configured
my wife's N5100 (on usb cable) to use full quality signal always in expense
of battery and the speed matches my bluetooth + charging setup (search for
nokia secret codes). Now she can play MMORG with the speed.

However im still stuck on the Usb + charging setup coz i couldnt find the
tweak for manually setting signal strength on Moto L6.

Other tweaks :

I have 2 proxy server, one internal and one external (my own,not public) or
when im feeling unkind i use encrypted tunnels to the external proxy so i
dont get QoS caps. I also have a PsyBNC to allow me to connect to IRC
servers especially to undernet.which has the entire Smart Ip block flagged
as g-lined.
