another way of viewing this is linux is so popular.  popularity
overtaking people's ability to manage it sufficiently.

this happened with windows before. now security and stability have
quite caught up with windows' popularity.

also happened with smartbro, myDSL, and smart brands i guess.  even if
only 1% of subscribers complain, they still top the number of
complains.

so lots of complains can mean popularity is rising more than the
technical people expected.
