One strategy is to keep disrupting the counting process so often and so badly that they'll make it appear that the actual accurate results can't be trusted.
For example, if every, or a large number of kawasaki packet(s) fails verification, and if likewise the machine voting machine is tampered, noisemakers could present the actual machines as being untrustworthy, rather than their disruption being the source of it. Though incredible to some smarter users, this could make the mob trust the voting process less and force a manual count that shows more favorable results. The jammers are only there to prevent instant verification of voting results and force the tampered kawasaki fallback. You would need large-scale jamming efforts to reduce the credibility of the system as a whole, though.
