I dunno much about the price range since I'm not in Pinas but with regards
to upgrading the OS, I think a lot of models from HTC, Motorola, even
Samsung can be upgraded. Have a look at XDA developer forums for Android or
at Androidspin (http://db.androidspin.com/androidspin_release_matrix.asp) to
see which models have custom ROMs. Even my (relatively) old HTC Magic which
had Android 1.5 can be upgraded to Android 2.2 (it now has 2.1 running in
it).
