Given that Eclipse and Netbeans are Java apps, just running them off the LTSP setup may choke the network. Why not just have a centralized web and DBMS server? You may need multiple instance of web and DBMS but it's not necessarily 1:1 between the specific instance and the developers. Besides, it would be a sysadmin nightmare to manage that much number of web and DBMS configuration combination.
You may also have to standardize the web and DBMS configuration instead and have developers work with that, since it would be costly to setup project that failed due to incompatible or missing library decided on by individual developers.
