You'd actually want the bloat of existing distributions and applications as 
what you call bloat is also making the desktop more functional and ready for 
more random hardware. Not everyone is keen to wasting time making things work 
when they have actual work to be done.

Ubuntu and its parent Debian already incorporates the Tagalog locale, no need 
to reinvent the wheel.
