There was an attempt years ago called Bayanihan Linux that was done by ASTI. Sadly it didn't take off, for many various reasons.
To begin with, the Filipino language is an artificial language borne of a collectivist desire for a national language (like what the Malaysians have and what the Indonesians likewise attempted to do also) supposedly to unite the various languages (not the dialects myth as taught in schools) used by so many people... but used as a core instead a minority language that's used mainly in the capital. The links you wrote actually point out that its NOT the desktop that you need localizing - it's more the content.
