I believe i'm late to pitched in :D but JUST do it. You'll learn a lot a long the way :) Anyway though there has been lots of efforts before, I'm looking mainly on Bayanihan Linux and its very nice logo. I saw Kahel OS but I've never tried. Though I'm more bias now to Ubuntu Philippines effort on translation just give it a try and more power to you :)
