Hi Charles, First, you need a survey if putting up an ISP or local telco in your area is profitable or not. Normally these big telcos already did their homework if those areas are good for business or not (eg. population versus infrastructure cost). You need a good business case if you want to pursue your plan.
Second, you need a good lawyer to do all your legal jobs. Do not assume if you are not expert in legalities. It will cost you more if you are not aware of local laws and legislation. Third, you need good technical people to operate your business. Look at these big telcos, they have the money but their service is pretty bad. You need highly scalability and availability infrastructure to provide good service. Fourth, make sure if you are able to compete with big telcos and able to adopt newer technologies that requires big investments (eg. from 2G, 3G, 4G and upcoming 5G). These are the things that pop up in my mind for you to ponder with... fooler.
