Is this still an issue? I remember about 10 years ago when China dumped a bunch of incorrectly copied caps on the market, and we all paid for it about 2 to 4 years later, but I thought the issue was well documented, and put behind us. I thought, mostly prior to 2007. Electrolytic caps have been in production for over 75 years. The bad caps were made using inferior and incorrect components and chemicals. The fact remains that electrolytic caps are very good electronic noise filters, and I would bet that nearly every power supply in all of our houses and data centers employs them.
