I don't know of any Linux tax preparation programs but there are tons of
web-based tax preparation programs out there. The IRS maintains a list
here:
http://www.revenue.wi.gov/eserv/webased.html
I don't know which ones will make a printout of the forms they create
or which ones are free. I use a very expensive but super easy program
called "take the shoeboxes of junk to my CPA."
In case you still want to use Tax Act, have you tried printing to file?
You do have a working printer installed on the Windows 2000 computer,
right? Most printer drivers on Windows 2000 have a print to file
option. This will create a .prn file, which is what Windows 2000 names
a Postscript file. On Linux you can open a .prn file with Evince or
Okular, and probably other document viewers, but most importantly,
just can send it to the printer with lpr or lpr. I assume there is a
DOS command that is the equivalent of lp or lpr.
What happens when you try to print from Tax Act?
