I've tried re-compiling the kernel with SMP support but it still doesn't
work.

Perhaps you may want to rebuild the kernel to suit your needs and see if
that'll help. Other than this advise, I don't have much to give because I
use neither SMP nor RedHat.

As of one of the early 2.4 kernels, yes, albeit with the experimental
flag. :)
