For certifications, maybe PLUG can hook up with the Linux Professional Institute 
(www.lpi.org), a non- profit organization whose goal is to have a standardized Linux 
certification program. 

They are looking for partners in other countries. The nice thing about this is that 
they have exam materials that's already being used.

Since this is a non-profit organization, we can be assured that there are no special 
commercial interests involved in the program.
