Hmm... wondering how they did it. Outlook Express' mail format is undocumented and people have had a hard time reverse-engineering it. Apparently, the Mozilla team succeeded. Afaik, Outlook is actually easier as you can access the contents via COM, such is not the case with Outlook Express and yet Mozilla seems to be able to import the messages easily.
