I recently got this working Linux----> W2K with HP 1100

Samba should be working properly , use smbclient to try to poll Win98
Try not to password protect the Win98 Printer resource to ease troubleshooting.
I used Printconf-Gui.  I defined the Queue first and the type of printer 
which is Windows- SMB.
Share : //windows_pc/printer_share
Host IP:   10.10.10.10
Workgroup: windows_workgroup

Then I selected a printer driver under HP.

Try to test print using "ASCII TEXT TESTPAGE".

Please take note that with this setup I just got as far as printing simple 
text material.
When printing complex WORD documents, it just prints garbage.
