AMD's CPU design is more efficient than Intel's so if you rate a 1.4GHz
Athlon XP vs. a 1.4GHz Intel P4, the Athlon will run rings around the P4.

So in order to sell at much cheaper prices, AMD ships CPUs with lower
clock rates and a rating of 1400++ meaning the CPU model in question is a
match for Intel P4 running at 1.4GHz.
