Do you have details of all the fees? It was mentioned that you need to get the regular licenses required for any transmitter? What are these? Permit to purchase, permit to posses, etc? Only PTEs (Public Tel. Ent.?) are allowed to offer it as a service to the public, right? Are ISPs PTEs or can anybody just apply to be a PTE (No approval from congress)?
