from the article, there is no need to get ntc permit if a company/organization that 
needs to link (via wireless tech) two buildings and there are structures 
(buildings/houses, roads) in between but less than 400 meters.  would this be correct 
interpretation of the ntc memo?

        1) applies to 2.4 - 2.497GHz, 5.15-5.35GHz, and 5.47-5.825GHz (UNII)
        2) "indoor" equipment is defined as 400m or less
        3) "outdoor" is >400m radius
        4) ERP - radiated power AT THE ANTENNA
        5) ERP cannot exceed 100mW (basically: 50mW AP + 3dB diversity antenna
           is all that's allowed)
        6) type approval required
        7) registration is responsibility of the dealer
        8) all outdoor equipment has to be registered under existing regulations
        9) PTE equipment does not require registration
        10) if you interfere with previous users, you have to leave
        11) Spectrum Usage fee is 500 for 11Mbit, and 2500 for 54Mbit
            (regardless of actual frequency use!)
        
        and that's it! the SUF i don't know if it's monthly or yearly. the old
        rule was 5/kHz yearly.
