This will only allow workstation WKS1 to access web mondays - fridays from 9 to 530 pm. While WKS2 can access the internet without restriction. Its still per workstation.

on squid, if its within lan you can just control users via mac address so no need for username. e,g
acl WKS1 arp 00:03:15:dc:fd:36
time limit can also be done using squid eg
acl COMP_HOURS time MTWHF 09:00-17:30
