Yeah, and exactly how many of those ship with Visual Studio?  See the
difference?

So Microsoft switches a vital developer tool from a 3rd party provider to one they own, and furthermore, releases it under an open source license so that end-users can customize it to their heart's content... and you're weeping for Installshield...?

I'm not privy to the terms of any deals between Microsoft and
InstallShield and have no idea if there was any breach of good faith,
but from a end-user's point of view, I can't see what's so bad about
this.
