At the bash prompt as root: 

ifconfig eth0 192.168.1.123 netmask 255.255.255.0

The change takes effect instantly. If you need to change the default
gateway as well:

route del default gw 192.168.0.1 eth0
route add default gw 192.168.1.1 eth0

Changes are instant too, of course. Contrast with Windoze XP, which
seems to hang and take anywhere from 10 to 60 seconds when you change
your static IP address. Not trolling, but I've been wondering for some
time how that operation could take so long. In Mac OSX (being UNIX
under the hood) changes are instant too.
