RedHat IIRC, creates a backup of the network config when you change it
using netconfig. You may see the old settings even if you restart the
network but try to ping the new IP and you will get a reply. You don't
need to restart the machine if you want to see the new IP settings,
just do the command
# ifconfig eth0 <IP_ADDRESS>
and changes will be instant.
