Propagation delay will not be a problem, if your DNS TLL is low.  You
just consume more bandwith for DNS traffic.

I'm not sure how these network appliances will work unless you have some
network infra support like BGP.

If all you have from your provider is one public IP, that's all you need.  Just
port forward the ports of your application from your multi-homed
gateway/firewall.

Such an animal needs a portable IP subnet from APNIC.  And if you're
there already BGP would be your friend. :)
