The a**hole who tried to rip you off is from the Bureau of Customs
which is under the Department of Finance.  

You can go to the proper channels by reporting it to RIPS
(Revenue Integrity Protection Service) at http://www.rips.gov.ph.
It seems the govt spent a lot of money for this site (ASP kasi
ang ginamit).  Sayang naman yung bayad kay Mr. Gates kung hindi 
natin gagamitin. :)
